Yes They Have Been Arrested!!
The lengths Michael and Lindsay are willing to go to have Brian focused solely on them is Sad and Horrendous, they are willing to have Justin killed and a child kidnapped goes to show they aren't crazy just Horrible Human Beings who seriously don't deserve Mel, Ben, Gus, Jenny or Brian.
What they do deserve is to see sunlight only through cell bars for the rest of their pathetic lives.
Mel realizing where the blame truly lies and seeking to find her own Happiness while also willing to admit that Brian was never her enemy shows that she is ready to close, lock and bury the door Lindsay would try to use to get back in.
the family will be fine without Michael and Lindsay after they are sent away they will be distant memories.
the door to the past is ready to be locked, deadbolted, cemented in twenty feet of concrete and hurdles in several black holes never to be seen again.
